Keep Your Holding Tank System Working Properly

Depending on where you live, certain counties have different regulations on the maintenance of septage holding tanks.

If you live on a property that has septic holding tanks or you are looking to purchase a property that does, you should know what it consists of. A holding tank is used in situations where a septic system cannot be put in due to poor drainage of soils present on the property. 

A holding tank does not work like a conventional septic system. It does not treat wastewater and it does not drain to anywhere. Rather, it is simply a sealed tank for wastewater to collect in, which then has to be pumped out. A conventional septic system has to be pumped occasionally to remove the solids that build up in the tank. Liquids are not a worry because they drain out to your absorption field, so you can typically go 1-3 years between cleanings. However, with a holding tank, nothing drains from it and it has to be pumped out as soon as it fills up, typically within the span of 1-4 weeks.

Holding Tank County Regulations

Different counties have different regulations on how they manage holding tank contracts. See your county below to find out more about their requirements.


Harford County: Harford County requires a Sewage Pumping Contract for every holding tank system being utilized in the County. A copy of this contract must be submitted to the Harford County Health Department within 30 days of execution. To obtain a copy of this contract, please contact the Harford County Health Department here.


The County requires that all holding tanks be watertight and hold at least 7 days of wastewater usage. An alarm system is required to be installed on all holding tanks to warn of high water levels in the tank. The tank is required to be pumped out in accordance to the contract and adequate access must be made available to allow for regular pump outs. Receipts of pump outs may be requested by the Health Department for review.

Cecil County:  Similar to Harford County, Cecil County requires a Holding Tank Agreement for every holding tank system being utilized in the County.

Baltimore County: Similar to Harford County and Cecil County, Baltimore County requires a Holding Tank Agreement for every holding tank system being utilized in the County. A copy of it must promptly be sent to the Land Records of Baltimore County, Maryland.

Your County, PA: York County’s regulations in Pennsylvania regarding holding tanks differs slightly depending on what municipality you are located in.



Typically, townships will come out and inspect a homeowner’s holding tank once a year. It is up to the homeowner in between then to keep their tank maintained. Holding tanks are typically sized to last one month of use, which then has to be pumped out. If a township finds that you are not maintaining your holding tank, you may be fined.
